Is a service technician must charge sales tax VA parts for resale?

A business owner in VA services and repairs and restoration needs to order parts to repair some equipment. Then the service to mark Guy Part and add this cost to the invoice of services without paying sales tax VA? They are not an entrepreneur, just a repair / service person and part is used to repair the equipment, there are separate charges for labor and parts. In addition, if the guy paying service sales tax when purchasing parts from a wholesale dealer?

I do not know about VA, but in SC, the answer to your questions is "yes" and the other "No. The tax shall be paid once, either when the service man he buys, or when the service man that resells. But for the dealer to avoid the tax initially, it must have a license for retail sale. Check with your Department of Revenue of the State.
